Black vultures, which gather in groups of anywhere from 25 to 400 birds, seek out tall structures to perch upon, like towers, buildings, and transmission lines. Turkey vultures sometimes join the flock too.
Obtaining a special nuisance permit from the USDA opens up a range of options to legally harass the birds, however, including shooting a few to make effigies.
