The answer: Developers/investors can build them.

To advocate for the west side, Bitton needs to understand the vulnerability of homeowners on the west side. Giving the advantage to developers/investors will only remove homeowners and raise the rent market. Assessing any fees on nonowner-occupied units will only further increase the rent. It will not increase affordable housing.

I am for easing the restrictions on ADUs and making them more affordable. I think waiving the fees for homeowners to build ADUs will help. But I am opposed to feeding the opportunity to developers/investors. I feel Bitton’s and Rosa Bandeirinha’s approach is like inviting 50 guests into a one bedroom, one bath apartment to stay for a long term. Consideration toward sustainability is lacking. We can build houses, but we can’t manufacture water. Let’s not put carts before the horse.

Removing the owner occupancy requirement along with other requirements now is shortsighted, and it’s best to evaluate the topic later. Reversal is always more difficult than bringing something forth.
