But the Senate's liberal stalwarts still aren't totally sold. Sens. Elizabeth Warren and Tina Smith want the $1.75 trillion social spending bill to move together with the bipartisan infrastructure bill. Sanders wants to add Medicare expansion for vision and dental and prescription drug reform. Sen. Jeff Merkley wants to see the fine print. And several senators are still upset that immigration reform has not been fully addressed.

And notably, leading Senate progressives aren’t sending their House allies a direct signal to tank the infrastructure bill. Sanders, for one, doesn’t believe it should come up for a vote without more ironclad commitments from all 50 Senate Democrats. Yet even as he seeks to edit the agreement, he praised it Thursday as “probably the most consequential bill since the 1960s.”

“There’s a real concern about where immigration is headed,” said Duckworth. “There’s a real strong desire within the caucus to move something — anything.” Importantly, while Senate Democrats largely spoke positively of the White House’s outline, it was unclear how much of it was actually set in stone.
