The plan will apply only to units that fall under the city’s rent stabilization ordinance , which covers roughly three-quarters of all multifamily rental units in the city.
(There is no cap on rent hikes for other housing in the city.) The proposal was approved on a 10-2 vote, though it still has to be formally drafted by the city attorney's office and return to the council for another vote before it is finalized.
