Mike Wisler, M&T Bank's CIO, wants to help make Buffalo, New York a magnet for tech talent

Rather than try to compete on the tech giants’ home turf, Wisler is digging deeper into regional talent pools around M&T’s main locations, boosting IT training opportunities in Buffalo and supporting startup activity in New York state’s second-largest city, which has a population of around 260,000 people and is part of the greater Buffalo-Niagara Falls metropolitan area, which counts over 1.1 million residents. There’s no guarantee these efforts will pay off.
Buffalo, whose economy has shifted from its roots in steel and other heavy manufacturing industries towards areas such as financial services and life sciences, certainly has advantages over tech mega hubs like Silicon Valley, from its close-knit community vibe to its relatively cheap real estate. But persuading workers to abandon markets that offer plentiful, high-tech job opportunities—and super-rich rewards in terms of salaries and equity grants—is a tough task.
It’s an issue that resonates with other businesses in the city, who note it doesn’t have many large companies with deep benches of experienced IT executives. “The middle is missing,” says Eric Reich, the CEO of Buffalo-based Campus Labs, which makes software for colleges and universities. In response, M&T has tripled the resources it devotes to external tech recruiting.
