Harris County Constable Precinct 1 arrested Dwight Paul Hankins on Nov. 29 on felony animal cruelty to a non-livestock animal and causing unjustifiable and unreasonable pain and suffering.Hankins allegedly tossed a puppy named Victoria from the balcony, causing the canine to fall 15 feet and land on the concrete below. Victoria fractured her back right leg, so a Houston SPCA veterinarian had to amputate the injured limb.
