Mark Butler, a longtime manager working for Anchorage nonprofit the Federation of Community Councils, retired on Wednesday, months after his comments and actions regarding a now-dormant Girdwood housing development proposal drew sharp scrutiny from city officials.

Butler also appeared to make political statements against then-Assembly Vice Chair Christopher Constant, who was running for reelection at the time and who is now the Assembly chair.detailing Butler’s statements, the mayor and some Assembly members and federation delegates said Butler went too far and helped some opponents of Holtan Hills craft

Stoddard, speaking by phone on Thursday, said that “there was no major finding of wrongdoing” on Butler’s part. The organization — with a mission to be a nonpartisan disseminator of information throughout the 37 councils — suddenly found itself under a political limelight, Fimon said. As a result, there was pressure for Butler to retire earlier than he may have initially planned, Fimon said.
