House Speaker McCarthy’s best option now is passing a stopgap bill with Democrats to avert a shutdown.

In an ideal world, the House and Senate would pass the necessary 12 agency budget bills by Sept. 30. But thatthis century; instead, federal budgeting usually involves smashing funding bills into one big package and passing it at the last minute — perhaps after lawmakers have given themselves an extension. That is the only realistic course now: passing a continuing resolution to keep the federal government running until December to give lawmakers time to debate and enact a full 2024 budget.
