'Does that mean you just don't want to govern?' House Speaker Kevin McCarthy said of GOP holdouts who are against passing a short-term measure to keep the government open.

— House Speaker Kevin McCarthy said he would bring up a Republican stopgap measure for a vote on Friday ahead of a looming, though it appears he still lacks enough support among his own GOP members to pass it before funding runs out Saturday night.

"We're going to pass ours," the California Republican told reporters Thursday."We're going to bring that up on Friday." "I'm talking to Senate Democrats, even this morning, that want to do something on the border," he said."I've got Democrats who came to me on the floor last night saying, 'We want to do something on the border.' To me, that is the place where I think we can get a stopgap bill." Hardline Republicans are opposed to any funding for Ukraine. With Republicans' narrow majority in the House and Democrats united in opposition, McCarthy can only afford to lose four votes to pass any bill.
