Palma Whatcott, 71, was identified as the woman found dead in the water on the Dobson Ranch Golf Course in Mesa early Tuesday morning.
According to a police statement, the person who called told officers he had been working on the golf course when he noticed clothes and a cane near the water's edge. Peering into the water, the man said he saw the upper torso of a person. One of the officers at the scene reportedly noticed that the person matched the description of a woman, Palma Whatcott, who was reported missing Feb. 6, the day prior, police said.
Whatcott's brother told officers that his sister suffered from dementia and moved in with him a week ago, police said.
