Critics contend the mayor has shifted positions on surveillance and homelessness, but adding context gives a different picture in some cases
The mayor is supporting smart streetlights, with cameras and license plate reading technology, but has faced the ire of some privacy advocates, who point to his earlier comments about reining in use of surveillance tools.
Gloria hasn’t opposed surveillance technology, but his earlier tone may have suggested he was more concerned about its use than he is now.a proposal to install 500 smart streetlights across the city, a move Gloria has advocated. The next step is full council consideration. Those words received a lot of attention recently when they were circulated on social media by Seth Hall, a leader of TRUST SD, which pushes for privacy protection and strict oversight of surveillance use.
The Public Safety Committee overrode the recommendation, at the behest of the San Diego Police Department. Councilmember Monica Montgomery Steppe, the only panel member to vote against the streetlight proposal, said stronger accountability is needed on how they are used. But Montgomery Steppe’s concerns are warranted. Public safety can be enhanced by new technologies. But the erosion of privacy throughout society and the history of surveillance abuses by law enforcement give plenty of reason for skepticism that these new tools will always be used appropriately.
On Monday, authorities will start enforcing a recently approved ordinance prohibiting camping in public places. The law bans encampments anywhere on public property if shelter beds are available. Given the city still has a shortage of shelter space — though more is planned — it’s unclear what the impact of the ordinance will be, at least at the outset.
