Art Keller, the protagonist of Don Winslow’s epic trilogy of drug-war novels, has fought the spread of hard narcotics for most of his professional career. In “The Border” , the culminating volume of Mr. Winslow’s series, Keller has become director of the U.S.
Drug Enforcement Administration. It’s a perch from which he comes to feel at war with “his own DEA, the US Senate, the Mexican drug cartels [and] even the president of the United States” for having set off “an investigation that’s spread from the poppy fields of Mexico to Wall Street to the White House itself.”
