The arrest sets a worrying precedent about the potential legal peril facing residents seeking to hold police accountable for bad behavior.
The Jacksonville Sheriff's Office this week trumpeted the unusual arrest of a 28-year-old Jacksonville man for allegedly filing a"blatantly false" complaint against a police officer who had issued him two traffic tickets in January. Sheriff T.K.
There was no indication in the brief letter that Brown faced further legal peril, or that the complaint would, in a couple of weeks, be forwarded to JSO's integrity and special investigations unit to open a criminal investigation on Brown."Thank you for taking the time in responding to an incident that you felt needed our attention," the letter, which appended Waters' name, said.
"By taking decisive action in this case, we are sending a clear message that victimizing our officers in order to push an agenda will not be tolerated." Still, in targeting Brown, Waters was strategic in how he rolled out what is apparently a new JSO policy: slapping potential criminal liability on citizen complaints against police that he deems sufficiently inaccurate. An unsympathetic defendant — or, rather, someone JSO calculates to be unsympathetic — obscures the twisted and potentially far-reaching consequences such a policy could have.
A survey of more than 1,600 residents across the city, conducted last year for JSO by the University of North Florida's Public Opinion Research Lab, found aover the past seven years, according to an executive summary of the report, which was released in February. Among those findings, only 44 percent of respondents believed JSO does a good job"following up on allegations of police misconduct," down from a high of 57 percent in 2016.
