At the same meeting, regulators promised changes to the program, including changing the way locations are approved and providing additional low-interest loans to licensees. “I wouldn’t have applied if I knew I had to incur personal debt in order to do this,” she said in an interview. Dalessio, 49, was awarded a license in Queens last November, qualifying in part due to a prior conviction for cultivating cannabis. He was matched with a location in January, but told POLITICO in an interview that he was pressured by an official with the state-affiliated fund that helps bankroll startup costs into doing a pop-up.

“I’m assuming it’s not only my location,” he said, pointing to other storefronts that the state has also been paying rent on.
