North Carolina Democratic Gov. Roy Cooper ignites a crowd of about 1,000 abortion-rights supporters gathered in Raleigh, N.C., before he vetoes legislation banning nearly all abortions after 12 weeks, Saturday, May 13, 2023.Senate Bill 20 – named the Care for Women, Children and Families Act – bans abortion after 12 weeks, with limited exceptions. The state currently allows abortion through 20 weeks. It passed in the House 71 to 46 earlier this month and then the Senate 29 to 20 a day later.
It comes after State Representative Tricia Cotham, who represents the 112th district in Mecklenburg, announced unexpectedly in early April that she was switching parties to become a Republican. While Cotham ran as a Democrat on a platform to protect abortion rights – she voted with Republicans for the legislation.
First, the veto would have to be overridden in the Senate, where 24 hours notice is required before it goes to the floor. If passed on Tuesday, it would then head to the House where a vote can take place within minutes, according to state legislative aides.

Cooper needs just one Republican to help him save abortion rights in NCOne day after vetoing a 12-week abortion ban that North Carolina Republicans pushed through the legislature in less than three days, Gov. Roy Cooper speaks with Ali Velshi about the effort to save abortion rights in his state. Republicans have a supermajority in the North Carolina state legislature – but just barely. “All we need is one Republican to step up,” Gov. Cooper says, referring to the fact that he only needs one Republican member to vote against overriding his veto in order to protect North Carolinians’ reproductive rights and stop the “monstrous” abortion ban from taking effect. “Your zip code shouldn't determine your constitutional rights but that's where we are with the overturning of Roe v. Wade.”
