"Sending a letter to foreign-born Latino registered voters warning them that 'if they voted in the upcoming election their personal information would be collected … and … could be provided to organizations who are"against immigration"' was potentially intimidating." "Sending robocalls telling individuals that if they voted by mail, their personal information would become part of a public database that could be used by police departments to track down old warrants and credit card companies to collect outstanding debts could constitute intimidation."
