SNAP should be a temporary safety net.” , 40 million people, or 12% of the U.S. population, receive SNAP benefits. To qualify, a family’s yearly income must be below 130% of the federal poverty line; for a family of four, that would be $32,640.The new proposal won’t go into effect until the conclusion of a 60-day public comment period, beginning Wednesday.
