“There are relatively few instances of at-large animals biting an innocent person they just happen to come across,” Cantrell said."…If Plano’s estimated 2022 population of 289,462 is used to compare with the 399 bites that year, it results in 1.4 out of every thousand residents … being bitten by any animal. If a true comparison of just dog bites was used, Plano’s number would be even lower.”Cantrell said the majority of Plano’s cases involve an animal biting their owner.
For there to be liability, an owner would have to know this about their pet and that prior knowledge must be proven. This applies if a dog bites a person. At Dangerous Animal Hearings, the Animal Services Director or his designee hears testimony to determine if animals are dangerous, and subsequently, determine their dispositions. A third-party hearing administrator comes in to look at the evidence and makes a decision on what they feel is appropriate, Cantrell said.
“She surrendered the dog to the city and Sadie was subsequently euthanized on July 8th,” Cantrell wrote.Cantrell said Animal Services responds to calls daily by picking up animals that are loose.All animals are required to be physically restrained to their owner’s property, Cantrell said. All dogs, cats and ferrets are required to have a current rabies vaccination, per state law. Every dog, cat and ferret is required to be registered with the city on an annual basis, Cantrell said.
