The Texas Senate swiftly passed legislation meant to provide property tax relief Tuesday. But House Speaker Dade Phelan quickly rejected it, saying it fell outside the guidelines Gov. Greg Abbott set for bills in the special session.
swiftly rejected SB 1 and a companion resolution when they arrived in the House later Tuesday. Phelan said because the bills would increase what's called a homestead exemption, they fell outside of Abbott's agenda for a special session. Only Abbott can call a special session and only he can determine which legislation lawmakers take up.
The House version does not include an expansion of the homestead exemption, a sticking point for Patrick, who wants homeowners living in their primary residences to receive more savings. “It’s time to call some of these things out, because things have to change,” Patrick told a gathering of the Texas Public Policy Foundation in downtown Austin.
Patrick continued his offensive Tuesday, criticizing the House as a dysfunctional chamber and Phelan for giving too much power to Democrats, the minority party. Too many conservative priorities passed by the Senate were sunk in the House, he said.
