The Trump administration’s top diplomat is bound for Europe this week to grapple with international competition for Arctic resources, the spread of Chinese technology, and Russian influence in both Europe and South America, including Venezuela.

Secretary of State Mike Pompeo plans to visit Finland for a meeting starting Monday of the Arctic Council, a group of eight countries—Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the U.S.—that govern the region.
