This provision scraps the “Gephardt rule,” which allowed the House to avoid a direct vote on lifting the debt limit .This rule, which dates to the 19th century, allows “amendments to appropriations legislation that would reduce the salary of or fire specific federal employees, or cut a specific program,” according to a summary of the rules package.Starting Feb. 1, lawmakers would need to declare the “single subject” of any bill introduced.
