The preferred site for a new Cuyahoga County jail is the former site of a Standard Oil refinery and would require environmental clean-up before the county could start construction, according to the Ohio EPA and county property records.
A 12-member steering committee, comprised of county and city officials, is poised to vote Tuesday on whether it finds the 44-acre site at 2700 Transport Road in Cleveland to be an acceptable location for the future jail “provided it can be obtained on commercially reasonable terms, and contingent upon environmental analysis as required to provide reasonable assurance that current environmental restrictions can be removed,” according to a revised agenda from Friday.
Sites that are close to downtown and large enough to house the future jail are few and far between, and Cleveland’s industrial past means many of those locations would likely require clean-up. The EPA would then have to sign off on allowing the property to be used for “residential” purposes, EPA spokesman, Anthony Chenault, stated in an email. A jail is considered a “residential” use, he said.
That process will require an unknown amount of money. Lambert, citing information from his office’s environmental consultants, said “Any site can be cleaned up if you’re willing to spend enough money.”about the potential price tag.
