Russian President Putin formalizes his claimed annexation of four Ukrainian regions, even as his troops retreat across that territory.
In a last symbolic step, Putin signed the decrees to legislate the absorption of Ukraine’s Donetsk, Luhansk, Zaporizhzhia and Kherson regions early Wednesday after the two chambers of Russia’s parliament ratified the plan earlier this week.Residents of the annexed regions will immediately be recognized as citizens of Russia, the state news agency Tass said Wednesday, while the transition period for the annexation will last until 2026.
He said eight small settlements in the area north of the Dnieper River had been liberated by Ukrainian forces. Ukrainian soldiers near Lyman, a key city in the eastern Donetsk region that Russian forces abandoned over the weekend to avoid encirclement.Kyiv’s troops broke through earlier this week, threatening a deeper thrust that could see them inch closer to the administrative center of Kherson, which has been occupied since the early days of the war and is a strategically important port city with access to the Black Sea.
The Russian army in the Kherson region was “regrouping” to gather strength and strike back, Kirill Stremousov wasas saying by the state news agency Ria on Wednesday. He said there was “no movement” in Ukraine’s advance as of Wednesday, and Ukrainian forces entering into the city of Kherson was “impossible.”
