Russian President Vladimir Putin signed a decree amending the regulations for Russians with a second citizenship to serve in Russia’s armed forces. Previously, only citizens of the Russian Federation could be called up for service.

The move could help address Russia’s manpower shortage as it pursues its military campaign in Ukraine

Ukraine’s President Volodymyr Zelensky visited the city of Kherson days after it was recaptured from Russia. He sang the Ukrainian anthem as the national flag was raised at a government building following three days of celebration by residents.
