“When you actually get down to the teacher workforce in the state, it’s a very local issue, and statewide initiatives don’t work to address locally driven issues,” said Patrick Dean of the Alabama Commission on the Evaluation of Services.
Typically, about 4% of Alabama teachers are terminated each year. In some districts, however, up to one in three teachers may leave in any given year, ACES found.
“It is not unusual for first-year teachers to move classrooms nor is it necessarily a bad thing – though it is often a red flag that a particular school is very poorly managed,” she said. “...Where districts need to be concerned and when there is additional cost is when teachers leave the classroom period, not to take another teaching job but to leave teaching altogether.”Alabama has more teachers than it did five years ago. But fewer of them have traditional four-year education degrees.
By 2026, ACES projects that 8.5% of Alabama teachers will not be certified to teach the subjects they’re employed to teach – a rate that’s likely to accelerate if the state can’t find enough qualified teachers to supply new literacy and math requirements, researchers noted.Researchers found some inconsistencies in out-of-field teacher data, which may sway results.
Program evaluations are useful for state officials to gauge what’s working and what’s not. But researchers identified several efforts – including new certificate renewal programs, special education pathways, advanced pay and lowered GPA requirements – that aren’t currently being evaluated by any state agency.
