OTTAWA—Canada’s system for recruiting skilled immigrants is elaborate, functions well and might hold lessons for other countries that want to use immigration to help fuel economic growth, the Organization for Economic Cooperation and Development said in a report released Tuesday.
The report also pointed out several flaws in Canada’s system, including problems with recognition of some immigrants’ occupational qualifications once they arrive in the country.
