Report: Columbus police miscommunication led to AMBER Alert delay in twins kidnapping

The patrol's after-action report said that by 8 p.m. Dec. 20, the five adjoining states to Ohio had been given the AMBER Alert information. However, none of those states issued the alert. One twin was found in Indianapolis.

Another call came at 1:35 a.m. because the AMBER Alert had been seen on television, but the alert had not yet gone to cellphones. And just after 2 a.m. that morning, a family member of former U.S. District Court Judge Philip Calabrese called the patrol, asking about the AMBER Alert"for the father of the missing children." It is unknown how Calabrese is connected to the twins' father or why he got involved in the case. There is no other mention of him in the report or call logs.

The patrol determined, after a discussion with a Columbus police sergeant, that the situation qualified for an AMBER Alert and that one would be issued. Only descriptions of the twins and the vehicle they were in would be released becauseAt 1:06 a.m., more than three hours after the twins were reported missing and after the first phone call from a relative, Columbus police sent an alert through a law enforcement system to all agencies in the state.

During the search for the twins and Jackson, Columbus police Chief Elaine Bryant and Deputy Chief Smith Weir said there were communication breakdowns by Columbus police and that those issues were being addressed internally. No further details were provided, including information about what steps have been or are being put in place to prevent similar issues in the future.
