Rose Garcia has made paper and foil flowers for the Battle of the Flowers parade for more than 50 years. Garcia starts crafting the thousands of blooms in early March.Another first: She doesn’t know how the float will be decorated. It’s a surprise, put together by her team. “I don’t think people think about those flowers , … but there is such love put into those flowers,” Branch said. “She does so much, and she does it without looking for something in return. I think it’s an act of love for her to do what she does. She carries so much history with her. She’s family.”
