President Vladimir Putin’s spokesperson has reacted with confusion to new official data showing that Russians are increasingly struggling to make ends meet.

Though the Kremlin may be confused by or simply side-stepping the new findings, they make for worrying reading for Russians. It indicated that around 80 percent of citizens are struggling to make ends meet, and that more than one third cannot afford to buy two pairs of shoes for each family member each year, state news agency Tass said.

Though some metrics were improved—in 2017 15 percent of families had no indoor toilet and 54 percent were unable to afford a holiday—the lagging Russian economy presents a significant challenge to Putin, who has pledged to halve poverty by 2024. Popular discontent is starting to show, and last year the government faced mass demonstrations over plans to increase the national pension age.
