The city and the county are partnering on EIFDs, which are expected to bring parks and riverfront dining to the long-neglected San Diego River.

The county and city say they’ll create enhanced infrastructure financing districts, or EIFDs, to make the river a regional attraction with recreational amenities and riverfront dining.

“We have a lot of work left to do, but an EIFD for the San Diego River will truly be a game-changer in how we fund improvements for this area,” Councilmember Raul Campillo said Tuesday. The project is expected to help the city meet its goals for reducing greenhouse gas emissions in two ways: Bicycle and walking trails will boost climate-friendly mobility between communities along the river, while some of the projects will include restoring marshland that removes carbon from the air.
