Arcand said he wants the second building used for healthier people who would likely be able to quickly move to permanent housing with the right supports. Realistically, some portion of it will likely have to be used as overflow for the emergency shelter, with separate wings of the facility for men, women and families, he added.

Looking even further to the future, he suggested there should be at least one shelter facility in each of the city’s 10 wards, to avoid the concentration of services that can lead to complaints, and in recognition that homelessness happens everywhere in the city.Article content
