The two incumbents seeking reelection say existing polling places seem designed to keep voter turnout low -- and all the other board members are endorsing two of their four challengers.
Elections for two seats on the Southwest Independent School District board have exposed a rift among trustees, with two incumbents seeking another term and two of their four challengers endorsed by all the other board members.Trustees Yolanda Garza-Lopez and Pete Bernal have been on the losing end of a 5-2 split over the way the district holds its elections, among other issues. They said they are running on the need for more transparency in board actions and to make voting more accessible.
A recent forum reflected parental concern over school safety — some called for metal detectors at campuses — and the district is working more closely with the Bexar County Sheriff’s Office on emergency response and juvenile crime issues. “In a nutshell, everything is so costly, whether it’s finances, whether it’s addressing, you know, bulletproof glass, whether it’s the secure entrances,” she said. “It’s just really hard, almost impossible, to do everything we need to do with what the state or grants provides for us. So, we’ve had really no choice but to go after a bond.”
The traditional system has the effect of discouraging turnout, but other trustees have shut down her attempts to discuss changing it, she said. The board has long been run by a closed clique and the system that keeps turnout low has helped keep it in control, he said.“I know for a fact that everyone in our district has a place to go vote,” he said. “Everybody has a chance to go make their voices heard.”
