In "Old Friends, New Planets", Lieutenant JG Beckett Mariner tries to prevent Nick Locarno from detonating his stolen Genesis Device. Independent Captain Locarno has assembled Nova Fleet, a supposed coalition of equals that is nothing of the sort.

Introduced in the Star Trek: The Next Generation episode, Cadet Nick Locarno was the first of Robert Duncan McNeill's two Star Trek characters. Locarno was briefly considered as the pilot of the USS Voyager, but instead McNeill was cast as reformed Maquis traitor Tom Paris. Given a shot at redemption by Captain Kathryn Janeway , Paris became a Starfleet legend thanks to his role in piloting Voyager across the Delta Quadrant.

For example, Penny Johnson Jerald played Dobara, the sister-in-law of Lt. Worf in Star Trek: The Next Generation. She and Dorn were later reunited on Star Trek: Deep Space Nine where she played Kassidy Yates, with nobody commenting on the similarities. Star Trek: Lower Decks' Locarno and Paris confusion is a typically irreverent spin on this trope made even funnier by Boimler's name-checking of Star Trek's Maquis in comparison to Locarno's Nova Fleet.

Why Star Trek: Voyager Created Tom Paris Instead Of Using Nicholas Locarno Close Star Trek: Voyager's producers deemed that Nick Locarno was beyond redemption after his role in the Nova Squadron scandal. After his attempt to pull off the banned Kolvoord Starburst maneuver resulted in the death of Joshua Albert, Locarno oversaw a cover-up. So determined was Locarno to preserve his career, he sullied the reputation of the deceased Josh by blaming the young Cadet for the fatal accident.

Star Trek: Lower Decks' Wesley Crusher cameo reminds viewers of Nick Locarno's determination to become a living legend at the expense of everyone else. As someone who put his crew at risk and then covered up a fatal accident, Locarno would have had an uphill struggle to redeem himself on Star Trek: Voyager. Because Tom Paris didn't spend much time in the Maquis, he was easier to redeem.
