The 18-year-old was shot last month at an off-campus student housing complex, state police said.
State police said Xzavier Wayman has been charged with first and third-degree murder in connection to Diego Velazquez’s Nov. 12 death at the Advantaged Point off-campus student housing complex in Kutztown.
Velazquez, a Reading native, was shot around 12:50 a.m. and rushed to the hospital, where he was pronounced dead, state police said. In addition to murder, Wayman is charged with aggravated assault and recklessly endangering another person. State police said he turned himself in at the Berks County courthouse at 9:30 a.m. Monday.
