When Toyota or Target or PetSmart or Microsoft put their hands out, I understand it’s a cynical game of “subsidize us with tax breaks to do the thing we were already going to do.” I don’t like it, but at least those companies have a public track record. They built a successful business long before they sought subsidies, and the public, which is about to be on the hook for the subsidy, can hold elected officials accountable for handing it out.
