However, potential visitors should be aware the location has, on that date, been reported cloudy 65 percent of the time since 2000. At Padre Island National Seashore, the eclipse will be visible at 11:56 a.m. above the south-southeast horizon — if there are clear skies.Most of the country will only be able to see a partial solar eclipse, and will not get the perfect ring of fire — Houston included. San Antonio is one of the few cities where the ring of fire can potentially be seen.
