Tyrannical committee chairs have publicly boasted of their intentions to block bipartisan legislation.

One crucial conclusion to be drawn from Speaker of the House Mark Rozzi’s recent “listening tour” is that the House must take steps to safeguard the institution as an instrument of democracy.

Stop manipulating the rules to avoid accountability. Repeated tabling and untabling of bills is an abuse of the parliamentary procedure, especially on a bill with strong bipartisan support. Bills on the floor need to be subjected to a vote for two reasons: 1) to continue the legislative process, and 2) to create a public record of lawmakers’ priorities so that constituents have some basis on which to evaluate them when they run for reelection.

Make unedited video recordings of all committee meetings and floor sessions available on the General Assembly website within 24 hours of the event. Currently, recordings are housed on partisan websites, and the transcripts of floor activity takes months to be posted online —this lack of immediate accessibility is unacceptable. The public can only be engaged and offer meaningful feedback if it has access to daily activity in Harrisburg.
