Labor unions hail changes, construction industry calls them overly aggressive

Contractors doing work for the city of San Diego are facing more rigorous transparency and accountability measures that aim to prevent wage theft and create a more even playing field among them.

The information includes workers’ compensation policy numbers, state contractor licenses, city business licenses and any labor enforcement actions against the contractor — either pending or prior to the application. The proposal would not apply to most small projects. The new disclosures would be required for residential and mixed-use projects of 20 or more units and commercial or industrial projects of at least 20,000 square feet.“We must do our part ensuring that San Diego workers have access to safe job sites, free of exploitation and labor violations,” Councilmember Raul Campillo said.

While critics of the new policies acknowledge that fighting worker exploitation is worthwhile, they contend the changes go too far by allowing the city to issue a stop-work order if disclosures are missing from any contractor or subcontractor.
