The child drove his tractor down the sidewalk to the fairgrounds, through a back gate and through a heavy crowd of people attending opening night festivities before he got to the Tilt-a-Whirl.

According to the, one child pressed the gas and brake pedals while the other controlled the steering wheel. And last month, a 4-year-old swiped his great-grandfather's Hyundai Santa Fe when he wanted some candy. The Minnesota boy drove through his neighborhood before he got onto a main street during rush hour at around 8:30 a.m.
