The 200-meter backstroke event was won by Evgeny Rylov, who is representing the “Russian Olympic Committee” as the country is banned from the games for past state-sponsored doping offenses.

After winning silver in the 200-meter backstroke event at the Tokyo Olympics, American swimmer Ryan Murphy raised doubts about whether his race was drug-free after the gold medal was won by Evgeny Rylov whose country Russia is technically banned from competing at the games for engaging in systemic doping in the past.... While he didn’t directly accuse the Rylov, Murphy’s frustration—echoed by other athletes at the Games aswell—stems from the fact that despite the ban Russian athletes have been allowed to compete under the “Russian Olympic Committee” banner which critics say is the Russian team in all but name only.
