Tropical Depression Henri left tens of thousands without power in Rhode Island on Monday morning, and forecasters warnedmay continue to hit parts of the Northeast as the storm slowly dissipated.

The National Weather Service issued flash flood watches and warnings for parts of New York, New Jersey, Pennsylvania and New England, forecasting an additional 1 to 3 inches of rain.along the coast near Westerly on Sunday, close to 42,000 customers were without power Monday, according to PowerOutage.US data, an improvement from the 100,000 customers who lost power from the storm, state officials estimated Sunday. National Grid crews were working to restore power in the state.

In a press conference Sunday, Rhode Island Gov. Dan McKee said the state would begin assessing damage from the storm. Henri downed trees and power lines and led to coastal flooding, but Mr. McKee said he was so far unaware of more significant damage. The Democrat lifted many storm-related precautions, including a ban on most tractor-trailers and motorcycles on roadways. Most closed Covid-19 testing and vaccination sites reopened Monday.

“I think we got a little lucky, dodged a bullet,” said Marc Pappas, director of the Rhode Island Emergency Management Agency.
