by the end of 2021, but that the U.S. military would continue to work with Iraqi forces in their fight against Islamic State. “We are not going to be, by the end of the year, in a combat mission,” Mr. Biden said at the start of a White House meeting with Iraqi Prime Minister Mustafa al-Kadhimi. The president said U.S. military forces would “be available to continue to train, to assist, to help and to deal with ISIS.”
The move is intended to help Mr. Kadhimi blunt criticism from hard-line Shiite politicians at home, who have been demanding that the approximately 2,500-strong American force leave Iraq.
