Ugliest Dallas town hall I ever sat through: Neighbors fight plan to replace church with apartments | Grigsby
The April 12 town hall, ostensibly organized to provide facts about a proposed multifamily development on the site of what’s now Shoreline City Church on Garland Road, deteriorated into disgustingly low places.
Perhaps the disorganized way in which this anything-goes meeting was run contributed to the outcome. But it left me sick that people here have become this angry and uncivil toward one another.But here’s the thing. Once you get past the meeting’s nasty tone and misinformation — and admittedly, that took me a few days — some of those in attendance raised valid concerns about an issue that is boiling up for residents all across Dallas and surrounding cities.
A back parking lot at Shoreline City Church opens up to a greenspace bordered by homes and apartments. Among the prospective buyers Shoreline approached for its current home, just north of Easton Road, was Dallas-based developer Ojala Partners. The most recent site plan for the proposed Class A mixed-income, mixed-use development proposed by Ojala Partners for the 7.25 acre site on Garland Road.
Ojala now faces the daunting challenge of persuading the City Plan Commission and City Council to change the property’s zoning to multifamily. It has long been designated as single-family, which also gives churches the right to operate there. Ojala managing director Daniel Smith told me Thursday that the April 12 meeting had led to even more work: Reducing the number of apartment units from 310 to 300 and refining landscape screening to protect the privacy of Lochwood residents and the adjacent child care center.
Lochwood neighbor Stephanie Ruibal, the mother of four, explained her concerns at the April 12 meeting about the proximity of her backyard to the windows and balconies of the proposed multifamily project. Scott Robson, president of the Lochwood Neighborhood Association, which represents 1,800 homes just west of Garland Road, began the community meeting with a barely civil introduction of Ojala representatives: “They will do their dog and pony show about their concerns for teachers, nurses and firefighters. … It’s a show worthy of the big screen.”I was most bothered by the remarks aimed at Shoreline City Church.
