The video ends by showing Chavez being led away in handcuffs by three deputies with his feet tied together, his shirt ripped and his pants pulled down.Richard Maguire, a 26-year-old Palmdale resident who filmed the encounter, said he didn’t see anything that would explain why the deputy who rushed to the car began striking Chavez.
