The two ingredients necessary to be able to witness it are a clear day and a distant horizon with a clear edge. Because of this, people usually witness it over the ocean.
As the sun sinks lower and lower in the sky, we view it through a greater thickness of atmosphere. The atmosphere itself acts like a prism, causing sunlight to split into different colors. The green flash effect occurs when the conditions are just right for all of the colors except green to be filtered out before they reach our eyes.
