Will L.A. Planning Commission vote on Sept. 14 for 86 digital billboards stretching from Boyle Heights to Sherman Oaks?
With the prospect of increased revenue and better emergency and traffic displays, Los Angeles Metro officials are driving forward a plan to install about 49 digital double-faced billboards, making for a total of 86 digital billboards across L.A.’s communities.
“When you’re driving, you get a ticket for holding your cell phone, because of the concern for safety. Yet these digital billboards, they’re going to be so distracting … overstimulating,” said Rosen, on Sept. 4, who is co-chair of the nonprofit Coalition for a Beautiful Los Angeles. Rockwell argues that the project will deliver public benefits. Under the plan, Metro will reserve “eight seconds out of every 64 seconds for Metro messaging. … We also, along with that, have rights for all emergency messaging. So in the event of a Southern California emergency, we can take over all the digital billboards.”
She added, “Frequently changing images may compel the driver to glance more frequently and for longer times. The brightness of digital billboards is especially problematic at night as it affects drivers’ ability to observe changes in the surrounding environment.” Rockwell pointed to Metro’s safety precautions, such as ensuring that the billboard images only change every eight seconds. But that just puts Metro in the middle compared to the frequency of images allowed in other cities and states, where digital images change every four to ten seconds, transportation engineering expert Sisiopiku said.
