PARIS—French President Emmanuel Macron’s government aims to lift a ban that prevents female couples and single women from using assisted reproduction to have children, a move that risks a backlash from conservatives in his ruling coalition.

As it stands, only heterosexual couples who have been living together for at least two years can access procedures such as artificial insemination and in vitro fertilization, or IVF. Same-sex couples or single women often travel to countries such as Belgium of Spain to circumvent the ban...
