The groups, including the Jacksonville branch of the NAACP, the Northside Coalition, ACLU of Florida Northeast Florida Chapter, Florida Rising Together and 10 residents, sued the city earlier this year, arguing it packed Black voters into Districts 7, 8, 9 and 10 and limited their influence in neighboring districts. and ordered the city to turn in a new map by Nov. 8. City Council voted on the new map Nov. 4.
"The council's latest redistricting effort was fundamentally flawed just like the one before it," Ben Frazier, President of the Northside Coalition, said during the City Council meeting Nov. 4."Once again, the council has ignored the public." Notably, it also switches Districts 10 and 12, putting District 10 on the far southwest county border and stretching northbound to touch District 8, and instead puts District 12 between 10 and 14.

City Council members and General Counsel Jason Teal repeatedly placed importance on protecting incumbents. Teal even said it was “okay to have funny looking districts” if they served a purpose.
Additionally, Teal told the council not to consider race when looking at maps, but Douglas Johnson, the city’s hired expert to draw the maps, said he consulted race-based data and a VRA analysis provided by the plaintiffs without specifying what sources or analysis he used. In doing so, the plaintiffs said the city treated the VRA as “optional.”
