In Ultimate Invasion, the Maker, the evil Reed Richards from the original Ultimate Universe, has created a new incarnation of his native reality – one where he can rule absolutely. In issue three, readers meet the Ultimate Illuminati, whose membership manipulate events in ways the 616 Illuminati would find repulsive.

Among them is a new version of the Hulk, driven not by rage, but enlightenment, as well as Sunfire, the Rasputins, and the Da Costas, plus representatives from Ra and Khonshu.The Earth-616 Illuminati Was A Groundbreaking Organization Howard is surprised to see the Rasputins attending the meeting in Ultimate Invasion #3, as they are currently the “bad guys.” Howard then learns the shocking truth: this incarnation of the Illuminati truly controls world events, manipulating them to their own end.
The New Ultimate Illuminati Are Straight Out of a Conspiracy Theory Introduced in the mid-2000s, but operating many years before that, the 616 Illuminati was composed of heroes, each representing a different area of the Marvel Universe. Led by Reed Richards, the 616 Illuminati consisted of Doctor Strange, Professor X, Black Bolt, Namor the Sub-Mariner, Iron Man and Black Panther.
The Illuminati of Earth-616 each represented an abstract concept relevant to the Marvel Universe. For example, Doctor Strange represents magic, Professor X mutants. The new Ultimate version takes this a step further, by exerting control over geographical regions, as detailed by a map in Ultimate Invasion #3. The Ultimate incarnation takes an active role in manipulating the public, spoon-feeding them propaganda.
