A war is escalating between the Securities and Exchange Commission and the stock exchanges it regulates.

The conflict started last December, when the SEC mandated an experimental pilot study to determine whether investors are being hurt by exchanges’ methods of collecting fees and paying rebates. In February the three largest U.S. exchanges responded with a lawsuit to stop the pilot, which promised to limit their rebates, and in June a trio of high-frequency-trading firms filed a brief in support of that suit.
